This position is limited duration for 5 years with the potential of being extended or made permanent pending Budget and Legislature approval.

This position will be joining an innovative and multi-faceted team in DEQ’s Office of Greenhouse Gas Programs. The Office is responsible for leading the agency’s efforts to develop and implement statewide climate programs to reduce Oregon’s greenhouse gas emissions. This includes programs that collect data on Oregon’s greenhouse emissions, and that directly regulate the most significant sources of those emissions across the state. The Office of Greenhouse Gas Programs also analyzes various climate policies as they are proposed by policymakers.

What you will do!

You will coordinate a diverse set of tasks associated with implementing Oregon’s Climate Equity and Resilience Through Action (CERTA) Grant awarded from the EPA, which includes specific measures across multiple state agencies to reduce greenhouse gas emissions throughout Oregon. Oregon’s CERTA grant from the U.S. EPA is a nearly $200 million program administering investments throughout Oregon in a diverse array of state programs. You will administer grant implementation throughout all stages, including record keeping, tracking, reporting, and budget submissions; ensure submitted documentation meets federal requirements; and coordinate multiple agencies and contracts to integrate the grant program. You will evaluate best practices and maintain rigorous program management to ensure the grant is completed on time. This will include being the main point of contact for EPA’s grant manager; submitting reports to EPA on a quarterly or as requested basis; working with state agencies’ budget offices to track grant expenditures, developing a robust tracking method for all grant outputs and subcontracts, and working collaboratively with staff across multiple state agencies.

What are we looking for?

Minimum Qualifications: Bachelor’s degree in business or public administration, behavioral or social sciences, or a related degree, AND 5 years of experience coordinating or administering a program (an equivalent combination of education and experience is acceptable).

Candidates who are most competitive will also reflect the following:

  • Environmental Justice and DEI: Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
  • Grant and Contract Management: Knowledge of and experience with requirements for managing and administering federal and state (or city or county) grant awards and pass-through funding, including the ability to successfully complete the Oregon Contract Administration Training Certificate within 2 months of hire.
  • Organizational Skills: Excellent problem solving, organizational, time management, and analytical skills.
  • Fiscal Management and Reporting: Experience paying attention to sound fiscal management and reporting requirements; experience tracking and reporting program metrics and performance.
  • Program Evaluation: Experience conducting in-depth evaluations of program operations, conducting research, and adapting or creating new procedures to solve program issues.
  • Relationships and Collaboration: Demonstrated experience building and fostering relationships with a diverse group of partners including colleagues, interested parties, communities, organizations, and businesses; skill in conflict resolution, negotiation, and collaboration.
  • Communication Skills: Excellent verbal and written communication skills; skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.
  • Explaining regulatory requirements: Ability to interpret and communicate complex and technical federal, state, and/or local regulations and guidance to the public and public organizations.
  • Organization and time management: Attention to detail, tracking many different project and program timelines and an ability to work under tight deadlines with shifting priorities.

This position will be based out of the DEQ’s Headquarters in Portland, however, the successful candidate is eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.

This position requires occasional travel for meetings, conferences, trainings, presentations, and public hearings, some of which may include evening work, weekend work, and/or overnight stays.
