Overview
This position is in the Office of Global Change (EGC) in the Bureau of Oceans, International Environmental, and Scientific Affairs, U.S. Department of State. The contractor will support the EGC Program Team, work closely with Adaptation, Sustainable Landscapes, and Clean Energy colleagues, and counterparts in OES/Central Programming Unit (CPU), regional desk officers, the Office of the Legal Advisor, and the interagency to coordinate and implement climate projects consistent with Department and OES foreign assistance policies. The contractor will demonstrate competence in analyzing and synthesizing large amounts of information into coherent and cogent materials for EGC leadership. Superior research, writing, and briefing skills are a core requirement for this position. The contractor should be able to secure and maintain a Secret security clearance.
Responsibilities
- Support EGC in the development and monitoring of funding projects in keeping with OES and Department policy to achieve climate outcomes.
- Draft written reviews of implementer reporting and provide to the Agreement (AOR) or Grant’s Officer Representation (GOR) for final review and approval;
- Draft amendments for time or cost, to extend the period of performance, or add funding to the Agreement (AOR) or Grant’s Officer Representation (GOR) for final review and approval allow for full performance of the award and outcomes for EGC;
- Support AORs and GORs on site visits to headquarters to review financial documents or project files and to sites of implementation to see project success, address impediments, and document the results to EGC files;
- Draft final close out reports for AOR/GOR and document outcomes for EGC;
- Support the evaluation and learning from OES/EGC programming utilizing the monitoring, outcomes, reporting, evaluation, and reporting (MORE-C) approach by supporting OES/EGC compliance with Department and OES processes and policies related to program evaluation; collaborating with the OES Bureau Evaluation Coordinator on the timing and selection of any necessary evaluations, and support processes related to the annual review of program performance, validation of cumulative project outcome data, and maintenance of relevant indicator definitions; and
- Support effective and informed communication of OES/EGC program results and outcomes by analyzing relevant project reporting, evaluations, and outcome data; creating and maintaining qualitative and quantitative databases and processes to capture program performance; supporting inputs to performance review and communication documents; and drafting and supporting presentations to relevant stakeholders.
Qualifications
- Obtain and maintain a Secret security clearance
- For the project managers: Bachelor’s degree plus five years of relevant work experience or Master’s degree with two years of relevant work experience.
- Experience managing projects, budgets, and/or climate-related activities, particularly in adaptation, clean energy, sustainable landscapes, and/or cross-cutting thematic areas.
- Excellent interpersonal and oral communication skills.
- Proven ability to identify, network, and strategically engage with diverse groups.
- Excellent leadership, teamwork, organization, and time management skills.
- Experience conducting research, collecting, and/or tracking data and results.
- Superior research, writing, and briefing skills;
- Ability to work as a team member as well as independently.
- Strong background in visualizing, presenting, organizing, and sharing data such as: designing data sets, data summarizes, data visualization graphs, charts, and products using supportive data tools such as Microsoft Office Suite, Tableau, R, STATA, Trello, or other data analysis, organization and visualization software.
- Willingness to initiate projects independently.
- Willingness to occasionally travel domestically and internationally.
- Knowledge of grants and interagency agreement principles, policies, and business processes.
- Excellent writing skills and tailoring written products to receiving audience. Ability to work quickly under tight timelines and deadlines.
