JOB SUMMARY

The Coastal Coordinator is responsible for assisting in the management of grant development and project execution. This position will support cohesive developmental planning, construction, and replacement of the City’s beach and bay access infrastructure with available grant funding. Will work to research and identify funding opportunities for public access infrastructure improvements and shoreline-related research projects. This includes administering activities related to the acquisition of grants, engaging in data analysis to create funding proposals, and overseeing grant reporting once grant contracts are awarded. Supervises the beach maintenance quarterly reporting with the Texas General Land Office on behalf of the City. Will oversee and manage other various special projects for the department and will help the Shoreline Director maintain an organized system of shoreline-related permits, files, and records. This position involves the exercise of independent judgment and discretion regarding matters of significance to the Shoreline Department and the City of South Padre Island.

ESSENTIAL JOB FUNCTIONS

  • Assists with the management of both beach and bayside needs and helps to formulate short and long-range plans to meet department goals.
  • Assists in the management and review of applications for beach and bayside construction permits of private project development.
  • When needed, helps to assist in the pre and post-emergency procedures during the hurricane season.
  • Breaks down the planning, schedule, and implementation of construction improvements to the beach and bayside access for the City for grant applications and reporting.
  • Oversees construction and maintenance work to determine acceptability and conformance standards to private permit holders.
  • Consults with the Shoreline Director on matters relating to department activities.
  • Assists and manages all beach related permitting as assigned, including routine site checks to ensure compliance.
  • Oversees beach maintenance quarterly reporting and capital improvement projects as assigned.
  • Helps monitor special events and their impact on the shoreline, shoreline access construction projects, and grants.
  • Manages projects and grants as assigned by the Shoreline Director.
  • Develops, implements, prepares reports, and administers program(s) goals and objectives necessary to provide shoreline service.
  • Develops outlines, timelines, staffing plans, budgets, and templates for grant proposals according to funding guidelines.
  • Disseminates information on grant opportunities to other shoreline staff and administrators.
  • Responds to complaints, questions, or requests for information from the general public and federal, state, and local agencies.
  • Assists in monitoring workflow, evaluations, methods, and procedures for compliance requirements.
  • Researches, compiles, describes, organizes, analyzes, and presents data and information for grant proposals and reports.
  • Monitors the status of submitted grants.
  • Maintains necessary records, files, reports, databases, and resource materials pertinent to the office and related grant management.
  • Attends local and out-of-town meetings, workshops, and conferences as required.
  • Acts as an available resource in the area of Shoreline services.
  • Creates, revises, and edits correspondence and documents such as memos, letters, reports, and complaints.
  • Administers creating materials for departmental activities and programs, including generating new posters, flyers, grant proposal graphics, maps, timetables, and other educational materials to promote positive publicity for the Shoreline Department.
  • Assists the Shoreline Director in publicizing department achievements by submitting press release information to the public information officer.
  • Submits new and updated marketing materials to the website manager and other organizations that publicize and/or distribute department information.
  • Oversees collection and documentation of data and information to ensure compliance with grant funding.
  • Oversees and manages duties related to special projects, such as beach and bay accesses and other facilities that are owned and operated by the Shoreline Department. Works alongside multi-agency coordination with Cameron County, Texas General Land Office, and the United States Army Corps of Engineers as needed.
  • Contributes to regular contact with consulting engineers, construction contractors, City, County, State, and Federal agencies, professional and technical groups, and the general public regarding department activities and services, and helps coordinate activities related to the beach and bayside.
  • Helps create and deliver reports/presentations on a broad range of coastal topics at varying expertise levels.
  • Provides staff support to the Shoreline Task Force and their meetings.

SECONDARY JOB FUNCTIONS

  • Serves on various employee or other committees as assigned.
  • Attends City Council meetings if needed or requested.
  • Assist with Public Information Requests as needed.
  • Answers phones, screens, and routes calls to provide the general public with information.
  • Performs other related duties as assigned.

FISCAL BUDGET RESPONSIBILITY

  • Assist in analyzing annual operating costs and makes recommendations for the department budget.
  • Responsible for adhering to all City of South Padre Island Purchasing Policies while performing purchasing tasks.
  • Responsible for grant application preparation for State and Federal assistance for all departmental programs.

QUALIFICATIONS

Education:

  • Requires a bachelor’s degree or equivalent with coursework in Coastal Sciences, Coastal Engineering, or a closely related field.

Experience:

  • Two (2) years of related work experience in a related field; or any equivalent combination of education and experience, equivalency to be determined by the City.
  • Grant writing, monitoring, reporting, or management experience is preferred.
  • Experience in instructing/training others through explanation, demonstration, and supervised practice.
  • Experience relating to construction, repair, and maintenance projects is preferred.
  • Knowledge on plan and design review is preferred.
  • Experience in working with state and federal grant regulations, including CEPRA, RESTORE, CMP, and other programs.

Licenses or Certifications:

  • A valid state driver’s license is required or you must be able to obtain one within 30 days of hire.
  • Ability to obtain a Federal Aviation Administration (FAA) Certified Drone Pilot certificate within a year of hire.         
  • Ability to become a Certified Coastal Practioner (CCP) from the Coastal Zone Foundation within two years of hire.

Special Requirements:

  • Bilingual: Spanish and English preferred.

Knowledge, Skills, and Abilities:   

  • Ability to analyze and review financial data to develop forecasts, trends, and draw logical conclusions.
  • Knowledge regarding all aspects of grant management.
  • Ability to interpret and apply rules, regulations, legislation, and policies to all work.
  • Ability to establish and maintain effective working relationships with employees, other departments, and the public.
  • Knowledge of procurement practices and processes.
  • Knowledge in Local, State, and Federal regulations applicable to all shoreline activities.
  • Ability to learn Federal Aviation Administration (FAA) regulations for drone use and beach monitoring.
  • Ability to evaluate environmental conditions and recommend the best mitigation practices to promote low-impact design.
  • Ability to design, write, and edit complex grant documents.
  • Ability to manage and prioritize projects effectively to meet office and proposal deadlines.
  • Knowledge of and professional experience working with computers, especially Microsoft Office software and Adobe Pro. (i.e., Word, Excel, Access, PowerPoint, Outlook, etc.)
  • Proficient experience collecting, sorting, compiling, organizing, and analyzing technical data.
  • Proficient skill in scheduling work assignments and interpreting applicable department and coastal zone-related information.
  • Working knowledge of modern office practices/procedures.
  • Working knowledge of generally accepted governmental accounting principles, practices/procedures, and terminology.
  • Ability to perform arithmetic computations accurately and quickly.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to work under pressure, in crowded conditions, and/or with frequent interruptions.
  • Knowledge of coastal zone processes and oceanographic systems managerial approach.
  • Skilled in the operation of the listed tools and equipment.

The noise level in the work environment is usually quiet to moderate.  The work takes place both indoor in an air-conditioned office and outdoor on or around the beach.  While performing the duties of this position, the employee will be exposed to direct sunlight regularly.
