The Environmental League of Massachusetts (ELM) and the ELM Action Fund (ELM AF) are committed to advocating for policy and building political power in Massachusetts to meet the scale and urgency of our environmental challenges. We seek a passionate, energetic, and effective Community Engagement Manager to drive ELM’s Massachusetts-based advocacy for the responsible and timely development of a crucial renewable resource for our region. This professional will serve as the Massachusetts State Lead for New England for Offshore Wind (NE4OSW) and build relationships, political power, and support for offshore wind in key communities to ensure successful completion of Massachusetts’ offshore wind infrastructure projects. 

Responsibilities: 

Lead NE4OSW’s Massachusetts State Committee 

  • Support the development of legislative and administrative priorities for offshore wind policy in Massachusetts 
  • Create and manage advocacy tools including sign-on letters, testimony, and written comments in local, state and federal jurisdictions  
  • Build an inclusive, effective, and powerful advocacy network  
  • Enable coalition members’ work through supportive subgrants    
  • Facilitate monthly virtual meetings and one annual in-person meeting of the Massachusetts State Committee 

Drive Offshore Wind Community Engagement in Massachusetts 

  • Build relationships and political power in three key offshore wind host communities and other municipalities as needed 
  • Draft and drive a statewide community engagement plan, including partnerships with organized labor and local partners 
  • Create and implement a local communications and outreach plan in service of the overall NE4OSW strategic communications plan, tailored to each key host community 

Qualifications: 
Required 

  • Infectious enthusiasm for the missions of ELM and NE4OSW 
  • Strong strategic thinker with aptitude for creating, implementing, and adapting workplans 
  • Experience balancing competing priorities, building consensus, and forging trusted partnerships 
  • Aptitude for organizing stakeholders, creating a network of supporters, and amplifying influential voices  
  • Political instincts and relationship orientation 
  • Commitment to integrating racial justice and equity into ELM’s and NE4OSW’s work and to ensuring an inclusive organizational culture 

Preferred 

  • Established network of professional relationships in key identified offshore wind host communities  
  • Experience working with the Massachusetts Legislature and Administration 
  • Experience successfully running campaigns and/or turnout operations  
  • Offshore wind policy expertise 

Compensation & Benefits: 

Salary range of $75,000-$80,000, depending on experience. ELM provides generous paid time off, health and dental insurance, Health Savings Account, and a 403(b) retirement plan with organizational match. 

This full-time role requires occasional morning and evening commitments outside of the standard 9-5 office hours. This position is based in Boston, MA and will require frequent travel throughout eastern Massachusetts to meet with key stakeholders. ELM supports a hybrid work environment.
