Purpose:
Stewards Individual Placements (Stewards), a program of Conservation Legacy, provides individuals with AmeriCorps service and career opportunities to strengthen communities and preserve our natural resources. Participants serve with federal agencies, tribal governments, and nonprofits to provide institutional capacity, develop community relationships, and support ecosystem health. Stewards in partnership with the National Park Service Interior Regions 8, 9, 10, 12 Regional Office will host a Cultural Resources GIS Fellow.
This Cultural Resources GIS Fellow is an AmeriCorps position that will support its National Historic Landmark (NHL) Vulnerability Assessment Project. This project will address existing and potential vulnerabilities for NHLs in Interior Regions 8, 9, 10, and 12. The project is identifying primary hazards affecting NHLs; and evaluating the vulnerability of a sample of the region’s NHLs based on rapid assessments of exposure, sensitivity, and adaptive capacity and developing a strategy to address other at-risk NHLs.
Description of Duties:
- Specific research tasks will be defined in consultation with the successful applicant and could include editing and updating data to address discrepancies for NHL boundaries, working with a NPS team to address general discrepancies, critical data gaps, or other issues associated with NHL boundary polygons in the CR Enterprise/NR Database based on the review of extant NHL nomination files and provide recommended strategies to address issues.
- Working with the regional NHL team to identify primary climate-related hazards (e.g., sea level rise/coastal flooding and erosion, river flooding, wildland fire, temperature and precipitation
- change, storm intensity/frequency) and with them help develop a strategy to compile hazard maps using available data.
- Building on a list created in a previous phase of the project that overlayed hazard maps with refined NHL GIS point data, create or edit boundary and feature polygons for a subset of pilot NHLs (subset NHLs) through review of NARA NHL nomination files and restricted property information acquired from WASO to assess if sufficient data exists to draw accurate polygons in accordance with national data standards for each subset NHL and comparing these NPS data with boundary data from SHPO or other agencies provided by the team (State Parks, other Federal Agencies, etc.) to identify discrepancies and/or errors.
- Creating GIS data in accordance with national data standards for subset NHLs for which sufficient data exists in the nomination file and prepare materials to share updated boundary data with WASO GIS and partners.
- Identifying NHLs requiring formal boundary updates (technical corrections or full nomination updates).
- Using NHL nominations (and other available sources as appropriate) to identify and summarize significance and primary character defining features for subset NHLs.
- Assisting the team in determining the means to complete vulnerability assessments.
- The fellow may also support NHL cultural resources personnel with other tasks related to the operation of the regional NHL program: Responding to letters of inquiry regarding the potential for NHL designation.
- Updating and revising existing nominations.
- Preparing documentation for withdrawal of NHL designation.
- Developing social media content to promote the NHL program.
- Conducting training in the National Historic Landmarks Program, GIS process and data standards; reviewing NHL data, acquiring PIV/credential card and computer/background check.
- Attending NHL GIS calls.
Qualifications:
- Research and writing skills, combined with the application of Geographic Information Systems (GIS) in historic preservation and cultural and heritage resources management.
- Undergraduate degree in anthropology, geography, or history.
- Coursework leading to a certificate or as part of the curriculum of a program in GIS.
- In depth knowledge of the history and historic places of the Western United States.
- Strong communication and teamwork skills.
- United States citizen, United States national, or a lawful permanent resident alien
- Applicants must be between ages of 18-30 years old, or up to 35 for veteran, based on Public Land Corps Act of 1993 authorizing this AmeriCorps opportunity.
- Has received a high school diploma or equivalency certificate; or has not dropped out of secondary school to enroll as an AmeriCorps participant and agrees to obtain a high school diploma or its equivalent prior to using the education award.
- Agrees to provide information to establish eligibility and to complete a National Service Criminal History Check.
Preferred Qualifications:
- Familiarity with cultural resources and environment in the Western United States and strong communication and teamwork skills ideal.
- Graduate level coursework or degree in a cultural resources field including archaeology, sociocultural anthropology, geography, history, with advanced coursework or experience in the application of GIS to cultural resources management.

Time Requirements:
- This position is expected to serve 40 hours each week, but exact service schedules may vary.
- Lunch breaks will not be counted towards AmeriCorps service.
- Member may be required to participate in national, state, or local service projects or events as part of their service term.
Orientation and Training:
- Member will receive an orientation that includes training on AmeriCorps prohibited and unallowable activities.
- Training budget of $6,000.00 to be used for Professional Development Opportunities
Evaluation and Reporting:
As an AmeriCorps member, performance will be evaluated on whether the member has completed the required number of hours, the member has satisfactorily completed assignments, and if the member has met other performance criteria that were clearly communicated at the beginning of the term of service.
Reporting requirements include, but are not limited to, bi-weekly timesheets and accomplishment tracking.
