The Land and Water Resources Bureau Director is responsible for administering and overseeing the bureau’s programs. This role establishes goals and objectives, directs work planning, and program implementation and evaluates activities across the bureau. Additionally, this role is crucial in maintaining connections with stakeholders, including local, state, and federal government partners, managing financial aids, grants, land use, and agricultural conservation programs. This position also leads administrative rule reviews and rulemaking, supervises bureau staff, and makes key personnel decisions.
Minimally qualified candidates will have each of the following:
- Experience developing programs and policies including analysis, implementation, and recommendations for policy alternatives.
- Experience with strategic planning, program planning or program evaluation techniques and practices.
- Experience with formal supervision, which may include coaching, goal setting, performance evaluation, hiring, employee discipline, etc.
In addition to the minimum qualifications above, highly qualified candidates will have one or more of the following:
- Experience with land and water resource management planning including conservation engineering, drainage, soil and watershed management, farmland preservation and/or conservation reserve enhancement programs.
- Experience maintaining and improving external partnerships that include governmental organizations (e.g., local, state, federal government, etc.) or private organizations (e.g., industry, landowners, special interest groups, etc.).
- Training and/or experience with the state budgetary and administrative rules processes.
