Position Summary:
Under the general supervision of the regional drinking water program chief/coordinator or a staff person of a higher grade this position performs tasks of moderate difficulty in the regional implementation of the Massachusetts Drinking Water Regulations and the Federal Safe Drinking Water Act to ensure the protection of public health. The staff person will be responsible for determining compliance with the Lead and Copper Rule(s) and to work with public water systems to ensure compliance with those requirements. This position also performs sanitary surveys at Public Water Systems to determine compliance with 310 CMR 22.00 and generates inspection reports and enforcement actions to ensure that Public Water Systems return to compliance. This person also provides general technical assistance to the public and the regulated community and performs related Drinking Water Program work as assigned.
Key Responsibilities:
- Review and evaluate submittals associated with the Lead and Copper Rule(s) for compliance with the regulations, such as water quality data, corrective action plans, service line replacement plans, sampling plans, outreach/education programs, public and consumer notices.
- Issue technical reviews and approvals based on evaluation of submittals for the Lead and Copper Rule(s).
- Provide technical assistance with the Lead and Copper Rule(s) to Public Water Systems, Certified Operators and the public.
- Utilize and update tracking systems associated with compliance with the Lead and Copper Rule(s).
- Conduct Sanitary Surveys of registered Public Water Systems for compliance with drinking water regulations (310 CMR 22.00), permits, guidelines, and policies; prepare and issue Sanitary Survey Reports and update associated data systems with compliance determinations.
- Perform follow-up activities with Public Water Systems to ensure compliance with issued sanitary survey reports.
- Prepare and issue standard enforcement documents (including Case Fact Sheets and Penalty Calculations for Higher Level Enforcement cases, if appropriate) in response to violations of the drinking water regulations.
- Attend meetings, conferences and trainings.
- Perform related Drinking Water Program work as assigned.
Preferred Qualifications:
- Knowledge and experience with utilizing and updating computer databases.
- General knowledge of state environmental programs.
- Ability to express ideas clearly both orally and in writing.
- Ability to organize and compile information.
- Ability to review forms, surveys and document results.
- Ability to review technical correspondence, interpret, and compile results for draft.
- Experience in dealing with the public and public officials in a professional manner.
- Experience in reviewing and interpreting drinking water quality data.
- Familiar with general operations of public water systems.
- Knowledge of MassDEP Drinking Water Regulations and guidelines, as related to monitoring and reporting requirements.
- Ability to establish and maintain effective working relationships with coworkers and the public.
- Strong abilities with use of Microsoft Office 365 and Microsoft Teams.
