Under the guidance of the Puget Sound Data Manager, you’ll play a critical role in developing and delivering training programs for the Puget Sound Sampling Unit (PSSU) on biological sampling techniques, electronic data collection, and the use and maintenance of digital tools such as iForms. Collaborating with diverse teams, you’ll ensure data accuracy and quality to support assessments on fisheries stock, allocations, and spawning escapement goals. Key responsibilities include supervising the tracking and maintenance of electronic data devices, analyzing and interpreting data, generating halibut estimates, and providing technical support to ensure smooth operations across the PSSU’s broad geographic coverage.

What to Expect-

Among the varied range of responsibilities held within this role, the Electronic Forms and Mobile Device Manager will be responsible for,

Electronic data collection, platform and form development, device and technical support

  • Independently manage the testing, training, implementation, maintenance, and updates of all electronic forms utilized by PSSU.
  • Develop and maintain the unit’s electronic data collection technology and forms, currently in iForms, incorporating the utilization of JavaScript. Make necessary changes as required.
  • Research vendors and equipment for electronic devices and accessories. 
  • Purchase and surplus electronic devices, accessories, and equipment after accessing the number of iPads, iPhones and accessories needed for each PSSU region.
  • Help field samplers with technical issue during evenings and weekends.

Edit, review, interpret and manage fisheries data collected during fisheries seasons.

  • Review, analyze and manage fisheries data and sampling unit manuals and other documents.
  • Review and assess the unit’s data in relation to fisheries regulations, identifying anomalies or errors in fish harvest data.
  • Assist with developing and evaluating fisheries sampling protocols, coordinating with staff and tribal biologists as required.
  • Assist unit Data Manager in formulating procedures based on current fisheries activities for program sampling needs.

Design, establish and supervise new employee training and electronic onboarding procedures for the unit.

  • Working with field supervisors, ensure all field staff can access necessary programs and systems for data collection and administrative tasks, including iForms, WDFW’s intranet, MS Teams, MS Outlook, TEMS, TotalTime, or equivalents.
  • Collaborate with field supervisors and unit staff to establish comprehensive sampling training goals, strategies, and methods for teaching proper sampling techniques and data recording. 
  • Work with unit field supervisor in implementing training strategies at WDFW meetings, conducting follow-up workshops and field-based training at sampling sites across Puget Sound in coordination with field supervisors. 
  • Evaluate sampling methods, equipment usage, data collection techniques, and electronic data form completion, in coordination with the Data Manager.
  • Conduct aerial flight surveys in a small plane over Puget Sound waters, recording angler boat count data. 


Working Conditions: 

Work Setting, including hazards: 95% of work is in an office environment. Field work may be conducted on occasion when needed and may include flying in airplanes to conduct surveys, inclement weather, rough water, noise, odors, repetitive movements of hands, finger manipulations, long periods of sitting, squatting, walking, operating a boat with outboard motor, climbing in and out of boats, sampling salmon in a boat, carrying, bending, kneeling, lifting (40 lb. max.), working and standing in a confined space, working with fish blood and slime, slippery surfaces, possible encounters with yellow jackets, and other insects.

Schedule: Regular evening and weekend work required. A 24/7 position and must be available to help staff in the evenings and on weekends, especially during the intensively monitored fisheries (salmon and halibut) in the spring and summer.

Travel Requirements: Some travel required within Washington state as needed, especially Puget Sound, occasionally overnight.

Tools and Equipment: Office equipment, raingear, personal floatation devices, using knives and other equipment around fish.

Customer Interactions: Frequent contact with all PSSU staff, treaty tribes, biologists, technicians, Information Technology, Fish Program administrative staff and managers and the public.

Qualifications:

Required Qualifications: 

Option 1: Bachelor’s degree in business administration, public administration, law, public health, health administration, fisheries, wildlife management, natural resource science, environmental science or related field and three (3) years of professional experience in fish management of fish research, wildlife management or wildlife research, or habitat management or habitat research plus knowledge of electronic data collection devices and form development, preferably iForms, and JavaScript.

Option 2: Bachelor’s degree in business administration, public administration, law, public health, health administration, fisheries, wildlife management, natural resource science, environmental science or related field and two (2) years as a Fish and Wildlife Biologist 2 plus knowledge of electronic data collection devices and form development, preferably iForms, and JavaScript.

Please note: Closely related qualifying experience may be substituted for the required education on a year-by-year basis.  A Master’s degree in the applicable science will substitute one year of the required experience. A PH.D. in the applicable science may be substituted for two years of the required experience. Closely related qualifying experience may be substituted for the required education on a year-by-year basis.

Certifications/Licenses: Valid driver’s license

Special Requirements/Conditions of Employment:

  • Successful completion of agency Supervisor Training (within 6 months of hire).
  • Successful completion of agency Culture of Feedback training (within 6 months of hire).
  • Basic First Aid and CPR with AED training through HSI accredited course (within 6 months of hire). 
  • Basic Aviation Training (within 6 months of hire).
  • Aviation Water Ditching, Egress, Survival training (within 6 months of hire). 
  • Wilderness First Aid training through HIS accredited course (within one year of hire). 

Preferred Qualifications:

In addition to the required qualifications, our ideal applicant will possess some or all the following:

  • Demonstrated experience in developing, implementing, and managing electronic forms for fisheries data collection with a focus on accuracy, efficiency, and user-friendliness.
  • Proven ability to provide expert training and guidance to large field teams, particularly in the Puget Sound Sampling Unit (PSSU), to ensure effective data collection practices.
  • Proficiency in maintaining and updating electronic forms using iForms technology, ensuring alignment with evolving data collection requirements.
  • Experience overseeing the operation, maintenance, and troubleshooting of electronic data sampling devices within field units, ensuring smooth and accurate data collection.
  • Strong technical support skills, with the ability to serve as the primary resource for field staff experiencing technical issues related to data collection processes.
  • In-depth knowledge of quality control processes and adherence to established procedures to safeguard the integrity of recreational fisheries data.
  • Expertise in analyzing, evaluating, and interpreting recreational fisheries data, particularly from Puget Sound and the Strait of Juan de Fuca, to produce accurate fisheries estimates for both in-season and post-season periods.
  • Computer software skills using Microsoft Office products (MS Word, Excel, Access, Teams, PowerPoint and iForms).
  • Experience sampling sport fisheries in Puget Sound or other similar location.
  • Familiar with salmon life history.
