This position, with a working title of Stormwater Capital Improvements Engineer, will collaborate with Stormwater Division staff, other City departments, consulting engineers, citizens, and stakeholders to help deliver Drainage Assistance (DA) and Capital Improvement (CIP) projects from planning and design through to construction.  As an entry-level role with significant growth potential, the selected candidate will receive mentorship from senior staff to develop expertise in project management.  Eventually, this individual will take on responsibility for managing their own projects while supporting team members involved in the DA and CIP programs. Projects may include underground infrastructure, stormwater control measures, green stormwater infrastructure, channel improvements, dam improvements, and/or streambank stabilization/restoration.

This position qualifies for the City’s Telework Program which provides opportunity to work up to 40% of time remotely.   

Duties and Responsibilities

  • Provide engineering and design work for municipal drainage improvement projects (culverts, closed pipe systems and open channels) and coordinates engineering support and project activities; reviews plans, design and project work to ensure compliance with specifications, requirements, regulations and standards
  • Respond to inquiries and issues from the public and other organizations; conduct site visits and inspections; research, investigates, analyze and identify issues; recommend and implement solutions to various stormwater drainage issues
  • Provide courteous and expeditious customer service to the general public and City Departments staff
  • Prepare and/or reviews engineering plans, contracts, resource and construction cost estimates, proposed schedules, bid documents, proposal requests, project closeout documentation and various reports 
  • Monitor and administers construction projects and contracts for scope, fee, and budget compliance; assist with bid administration processes; process pay requests and change orders; participate in contractor selection process; and manage the team in the field performing construction
  • Maintain project documentation, standards documentation, databases, files, records and reports. Uses e-Builder or a similar project management software to track project progress, pay invoices, manage schedules, organize document storage, facilitate reviews, issue monthly project status reports, and process change orders
  • Manage engineering consultants as they perform studies and develop designs, permits, and bid documents. This role is responsible for reviews to plans, design and project work to ensure compliance with specifications, design requirements, regulations, and standards
  • The Engineer is required to travel to job sites for investigation and inspection purposes

Typical Qualifications

Education and Experience:

Bachelor's degree in engineering or directly related field

 OR 

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation. The City does not expect the selected individuals to perform all of the previously listed duties and will afford time and training for them to grow into this position.

License and Certifications:

  • Valid North Carolina Class C Driver’s license with a satisfactory driving record, or the ability to obtain within 60 days of hire 

Preferred Qualifications:

  • Engineering Intern (EI or EIT)
