An Environmental Analyst – National Environmental Policy Act (NEPA) position is available with Colorado State University’s Center for Environmental Management of Military Lands (CEMML). This position will provide technical expertise to the Air National Guard Readiness Center (ANGRC) NEPA Program Office at Joint Base Andrews, Maryland. Additionally, this position will serve as CEMML’s Site Lead and will support program managers with project coordination duties.

The Environmental Analyst – NEPA will provide program management support, surveillance, oversight, and technical expertise for the ANGRC. The position will support the Air National Guard (ANG)’s NEPA programs in the 54 States and Territories to prepare, coordinate, and update NEPA documents for environmental projects, programs, policies, and management plans; evaluate, present, and discuss technical issues and applications with colleagues and representatives of other government agencies and organizations; and perform other NEPA duties related to Coastal Zone Management (CZM), noise studies, natural resources, wetland, and cultural resources.

The Environmental Analyst – NEPA shall provide program management support; biological technical expertise; evaluation of natural resources studies and surveys; review of projects, studies, and surveys for regulatory compliance; as well as general database, GIS, GeoBase, and editorial support. This is a customer service-oriented position, which is responsible for coordinating with ANG NEPA, Air Quality, Cultural Resources, and Civil Engineering programmers and managers, as well as installation personnel at more than 160 ANG installations to ensure NEPA compliance

This position is full-time (40 hours/week). Overnight travel may be required.

This position has hybrid potential. Candidates must report on-site at the ANGRC at Joint Base Andrews, Maryland at least 2 days per week. Relocation expenses are not available.

Required Qualifications:             

  • Bachelor’s Degree in Environmental Planning, Natural Resources Management, or another related field
  • Work experience demonstrating the knowledge, skills, and abilities working with NEPA requirements and procedures, including experience preparing EAs, EISs, and CATEX documents
  • Extensive knowledge of DoD policies and processes related to NEPA, and military culture in general
  • Experience with NEPA requirements and procedures from initial scoping and project planning to ROD/FONSI and conclusion, with little to no supervision
  • Thorough understanding of most standard computer programs, as well as proficiency in database management and SharePoint systems
  • Excellent customer service-oriented oral and written communication skills
  • Valid driver’s license or the ability to obtain a driver’s license by the employment start date
  • Legally authorized to work in the United States by proposed start date; ability to get a common access card (CAC), CEMML will not provide visa sponsorship for this position.
