Environmental Compliance Specialist

Chemonics seeks multiple Environmental Compliance Specialists to join our Environmental Compliance team within our Risk, Finance, and Compliance (RFC) Division. Environmental Compliance Specialists are responsible for ensuring Chemonics’ projects, across a range of diverse sectors, comply with appropriate environmental safeguarding requirements. In this role, you will be completing environmental impact assessments and climate risk analyses, providing on-demand responses and guidance to project teams and providing capacity building support. The Environmental Compliance (EC) team at Chemonics plays a crucial role for both project and proposal activities, which includes leading environmental screening analyses of project activities, identifying potential environmental impacts and climate risks, and implementing mitigation, climate risk response, and monitoring measures. The EC team is dedicated to systematizing Chemonics’s approaches that ensure our projects meet the environmental impact and climate risk management requirements of USAID and other USG clients. Our team of experts collaborate closely with proposal and project teams to meet related requests, and our work is underpinned by key performance indicators that are used to inform decision making, improve service delivery, and annual reporting.
Responsibilities
- Leads and/or supports the review and drafting of country, contract, and/or activity level environmental documentation, including Initial Environmental Examination (IEE), Environmental Mitigation and Monitoring Plan (EMMP), Environmental Mitigation and Monitoring Report (EMMR), Waste Management Plan (WMP), Environmental Review (ER), and similar reports.
- Works with project staff to identify environmental impacts and climate risks and develop appropriate environmental mitigation, climate response measures and associated monitoring measures.
- Develops standard operating procedures (SOP), training materials, or other appropriate tools on environmental protection for Chemonics projects and trains project teams on the uses and best practices to ensure environmental compliance and climate risk management.
- Supports environmental compliance data tracking and reporting and liaises with projects to monitor compliance status. Regularly updates and maintains Chemonics environmental compliance tracking system and supports data analysis as needed.
- Conduct internal audits of project compliance with environmental impact and climate risk management requirements.
- Reviews solicitation requirements related to EC, drafts proposal sections, and/or provides technical inputs for proposals to ensure compliant activity design.
- Supports annual work planning and budgeting, and tracks team performance to measure progress and report on work plan indicators and targets.
- Leads and/or supports communication with clients on issues of EC.
- Tracks metrics and targets for the Environmental Compliance team to measure progress and continually improve EC across Chemonics’ portfolio of projects. Stays current with new ideas, trends, and techniques in the environmental field by attending conferences and workshops as they relate to environmental impact assessment and climate risk management across technical sectors such as agriculture, water and sanitation, and health).
- Promotes Chemonics by attending external events, networking with clients and counterparts, articulating a solid understanding of Chemonics’ past and present portfolio, effectively representing the company’s history, values, and standards, and identifying and developing business leads.
- Works closely with Chemonics projects to provide guidance and direction on all matters related to EC, including climate risk management
- Actively engages in technical practice and/or working group of relevance to areas of interest; shares information and best practices learned with the program and the company; participates in initiatives to help drive innovation.
- Perform other related duties as required.
Requirements:
- Bachelor’s degree required. Master’s degree preferred.
- Minimum of three years’ relevant experience with a minimum one-year experience conducting environmental compliance analysis and related report writing.
- Demonstrated knowledge of core environmental impact assessment and climate risk management concepts and their specific application to USAID’s environmental procedure.
- Experience reviewing USAID Initial Environmental Examinations (IEEs) and other environmental compliance documentation.
- Experience developing mitigation measures and monitoring indicators and preparing USAID Environmental Mitigation and Monitoring Plans (EMMPs).
- Familiarity with USAID’s climate risk management principles and preparation of climate risk management matrices.
- Demonstrated ability to analyze complex data, problem solve and develop solutions.
- Demonstrated ability to communicate clearly and concisely both orally and in writing.
- Strong organizational and work prioritization skills.
- Strong MS Office and word processing abilities.
- Demonstrated leadership, versatility and integrity
