An Environmental Restoration Technician position is available with the Air National Guard (ANG) through Colorado State University Center for Environmental Management of Military Lands (CEMML). This position is located at the Air National Guard Readiness Center (ANGRC) at Joint Base Andrews, MD.
This is a professional development position through CEMMLs Early-career Development Program (ECDP) to mentor and prepare a recent graduate from a master’s program in Environmental Sciences, Environmental Engineering, or related program for a professional-level Restoration Program Management position in as little as three years. Under the direct mentorship of an ANGRC Environmental Restoration Program Manager and a CEMML supervisor the participant will receive formal, informal, and on the job training in Environmental Restoration. Assignments will become increasingly more complex over time. Participants that meet performance standards and training requirements outlined in a development plan will receive advances in responsibilities and autonomy that coincide with a promotion. Assignments at the technician level in the first year are designed to provide the knowledge, skills, and abilities to perform the duties at the professional level.
The Environmental Program Technician (hereafter Technician) will perform work assignments that are moderately difficult and complex under the training and mentorship of an environmental program manager. They will travel with the Restoration Program Manager to Air National Guard installations to evaluate and identify problems encountered in achieving compliance with Federal, state, and local environmental control regulations (e.g., air, water, and hazardous waste). They will learn the proper storage, handling, and disposal of environmental toxicants and how to document and report issues of non-compliance. They will conduct studies to evaluate potential pollution sources and develop corrective measures to reduce pollutants into the environment. They will also assist the program manager with planning, programming, and budgeting of projects.
The Technician will assist with all aspects of restoration including developing goals and objectives for restoration sites and executing them in accordance with the Defense Environmental Restoration Program (DERP) as executed by the Air Force/Air National Guard; Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); State clean-up programs and environmental regulations; an Integrated Natural Resources Management Plans (INRMPs). The position collects and analyzes data; and prepares reports and other project deliverables as directed by the program manager. They will coordinate with installation environmental managers to aid in development of program requirements and cost estimates. They will develop skills to coordinate with environmental regulatory agencies ensure compliance with all laws, policies, and regulations pertinent to cleanup and restoration projects being carried out under auspices of National Guard Bureau (NGB), ANGRC, and various states.
Overnight travel to various Air National Guard installations is required. This position is currently hybrid-potential (in-person/remote) but has the possibility of being required to be 100% in-person if requested for installation staff in the near future.
Required Qualifications:
• Master’s degree in the related field (e.g., environmental science, environmental engineering, soil science, physical science) and have no more than three years of professional experience.
• Knowledge of applicable federal, state, and local environmental laws, and regulations (e.g., Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), Defense Environmental Restoration Program (DERP), Military Munitions Response Program (MMRP), Installation Restoration Program (IRP), Model Toxics Control Act (MTCA)).
• Demonstrated ability to search technical reports, manufacturers’ catalogs, and other guidelines and publications to obtain information, prepare reports, and perform compliance-related assignments.
• Ability to use relevant software programs and databases to gather information and prepare reports and communicate critical information.
• Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
• The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
