JOB SUMMARY:
Under the general supervision of the Tribal Chairman, the Forest Manager is responsible for the overall operations and overseeing all aspects of the Forestry Department. This position is located on the Hoopa Valley Indian Reservation where the incumbent is responsible for the completion of preparations required prior to offering timber for sale. Works with federal, state, and local agencies (NRCS, BLM, and USFS), the marketing committee selling of timber, and the riparian committee on fishery, environmental, and water quality issues.
QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
- Expertise in environmental document writing and familiarity with the N.E.P.A. process.
- Must be able to communicate effectively verbally and in written form.
- Expertise in budget preparation, report, and proposal writing.
- Must be familiar with overall forest management.
- Must have knowledge of harvesting methods.
- Knowledge of heavy equipment operation and use is desirable.
- MUST possess a Certified Timber Sale Forester Certificate.
- Must possess a Bachelor’s degree from an accredited four-year college or university, in forestry or related field. Must have three or more years experience in a management position, which must include supervising personnel.
DUTIES AND RESPONSIBILITIES:
- Responsible for the overall forest management and related activities on the Hoopa Valley Reservation. This includes: planning, harvesting sales, reforestation, and fuels management.
- Prepares overall forest management budget and monitors budget expenditures.
- Develops and prepares short- and long-range forest management policies, goals, and objectives.
- Provides policy and technical guidance in the adoption of policies and standards received from the Hoopa Tribal Council and/or other government agencies.
- Responsible for timber harvesting activities including timber sale layout, design, logging methods, timing, collection of appraisal data, sale administration and trespass.
- Makes functional on-the-ground inspections of forest management activities for compliance with approved plans, rules, regulations, policies, and standards. When necessary, prepares changes in management direction or operating procedures.
- Responsible for the requisition of all purchases regarding forestry management related supplies, equipment, buildings, etc.
- Prepares and/or reviews environmental reports to ensure compliance with the NEPA process.
- Responsible for management pertaining to maintaining tribal roads located on the Reservation.
- Represents the Tribe on Tribal Forest related matters.
- Provides protection of Ancestral territories.
- Other duties may be assigned as it pertains to the position.
