We are currently recruiting for Hatchery and Genetic Management Support. This individual will work with the West Coast Region (WCR) California Central Valley Office (CCVO) to assist with reviewing Hatchery and Genetic Management Plans (HGMPs), determining effects, and completing required documentation.

This work will be conducted off-site / remotely. On-site access when necessary for collaboration with NMFS staff will occur primarily at either the NMFS office located at 1009 College St. SE. Suite 210 Lacey, WA 98503, or 7600 Sand Point Way NE, Building #1, Seattle, WA 98115. The period of performance is one base year plus four option years, for a total potential of five years beginning May 1, 2025.

Tasks:

  • Analyze biological effects in proposed HGMPs (e.g., genetic and ecological effects)
  • Draft sections of ESA documents that evaluate the effects of HGMPs and associated fisheries on ESA-listed species under NMFS jurisdiction.
  • Draft sections of NEPA documents for HGMPs.
  • Respond to comments on the NEPA documents provided during public comment periods.
  • Address comments received during internal review or by the co-managers on both NEPA and ESA documents.
  • Work with the NMFS staff to draft and complete NEPA and ESA effects evaluation and determination documents for regional submitted HGMPs, bundled by watershed or type of hatchery program.
  • Edit draft versions of NEPA sections prepared by others to prepare them for review within the West Coast Region, the hatchery co-managers, and the general public.
  • Review reports submitted by the hatchery managers to ensure compliance and/or consistency with existing ESA authorizations.

Minimum Qualifications:

In addition to basic computer skills (MS Office, etc.), excellent written and verbal communication skills, the contractor shall provide support by providing personnel with the following minimum level of education/experience:

  • Minimum fourteen (14) years of relevant work experience and a minimum of a MS in the biological sciences are required.
  • Experience drafting Environmental Assessments and Environmental Impact Statements consistent with NEPA or drafting Biological Opinions consistent with the ESA
  • Six (6) years of work experience with salmon and steelhead hatchery programs and assessing their effects on natural-origin fish populations

The proposed Contractor must possess and maintain the following skills/certifications and/or credentials during the period of performance:

  • Experience with the Regional Mark Information System (RMIS); database maintained by Pacific States Marine Fisheries Commission, which provides essential coordination and data exchange services to international, tribal, federal, state and private fisheries organizations involved in marking anadromous salmonids throughout the Pacific region.

Salary range is TBD based on experience.
