* Although this is a hybrid opportunity, the successful incumbent must reside within the State of Washington and must be available to report to the duty station located in Olympia, Washington as needed.  The selected candidate may be able to telework/work remotely up to 4 days per week at the discretion of the supervisor.

Embrace this role to be our expert in administering the Aquatic Lands Enhancement Account (ALEA) Volunteer Cooperative Grant Program, the fish production cooperative programs, as well as serving as technical support in the event of a fishery disaster.
 
With your experience, you will manage the agency’s ALEA Volunteer Cooperative Grant Program activities, and ensure activities and records are accurate, fall within the grant program rules and policies, and that they meet internal and external audit standards.
 
We are seeking a candidate to manage all aspects of the fish production cooperative program including the application processes and the permitting/distribution of salmon and trout eggs/fish for projects.
 
WHAT TO EXPECT -
Among the varied range of responsibilities held within this role, this position will:
 
Management of the agency wide ALEA Volunteer Cooperative Grant Program.

  • Functions as the lead and program expert for the ALEA Volunteer Cooperative Grant Program.
  • Coordinates and conducts the biennial application and review and ranking process, leading a cross-program, cross-region team of staff in developing a list of projects recommended for an ALEA grant award.
  • Prepares and delivers biennial presentation to the Executive Management Team and the WDWF Director providing an overview of the ALEA Grant Program, details regarding the application and review/ranking process, a list of recommended projects for funding that year and identifying projects of concern and recommending changes if needed.
  • Provides the public, non-profits, and other external entities information about the grant program such as, application requirements, deadlines, reporting requirements, inventory procedures, and the reimbursement process.
  • Responsible for maintaining the availability of current application and other program information on the ALEA Grant Program webpage (and in print), ensuring that it’s consistent with agency policies and procedures.
  • Reviews, approves and processes ALEA grantees' reimbursement requests ensuring compliance with reimbursement policies and procedures, purchasing guidelines, accuracy, and consistency with grant/project objectives as well as Agency goals and objectives.

Management of the Fish Production Cooperative Program.

  • Functions as the lead and program expert for the Fish Production Cooperative Program.
  • Coordinates the application and review process for admitting new cooperatives into the program.
  • Ensures program outcomes are documented through reporting of fish release information.
  • Provides interested parties information about the program such as, application requirements, reporting requirements and applicable rules and procedures.
  • Responsible for developing, monitoring, and changing the WDFW procedure for the fish production coop program as needed to ensure compliance with internal and external audit standards.

Manage technical aspects of supporting fishery disaster relief.

  • Coordination of technical components with species experts.

Working Conditions:
Work setting: Work is performed almost exclusively indoors in a fast-paced environment with multiple competing priorities and conflicting deadlines.
 
Schedule: Typically, Monday – Friday, 8:00 AM – 5:00 PM.
 
Travel requirements: May require occasional statewide travel.
 
QUALIFICATIONS:
 
Required Qualifications:
Bachelor’s degree in business administration, public administration, or closely related field.
 
And
 
At least one (1) year of experience in planning, conducting project management, and/or research and analyzing policies, laws, rules, or regulations.

  • Please note:  Closely related qualifying experience may be substituted for the required education on a year-by-year basis.

And
 
At least one (1) year of budget experience in:

  • Monitoring budgets, tracking expenditures, and/or making recommendations for staffing and equipment for purpose of budget development.
  • Projecting future budget needs, preparing cost estimates, developing reports and recommendations regarding budgets.

Experience in:
Microsoft Word, Excel, and Access, as well as Adobe Acrobat products for the development of pdf forms and permit creation process.
 
Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:

  • Demonstrated experience and knowledge in grant contracting, tracking and management, including reviewing and approving grants, recommending application selection criteria, and entering contract data and grant information into an electronic contracting system.  
  • Demonstrated research skills designing and implementing studies of business operations.
  • Demonstrated experience using the OFM Enterprise Reporting system.
