Job Opening: 

The Department of Conservation and Recreation seeks applicants for a Locks and Drawbridges Supervisor - Facility Supervisor for the Amelia Earhart Dam, located at 100 Noonan Place, Somerville, MA to perform the following duties:

General Statement of Duties and Responsibilities 

Provides supervision and oversight in the operation and maintenance of the Amelia Earhart Dam, Sales Creek Pump Station, and Broad Sound Pump Station. Operates equipment when necessary. Performs related work as required. 

Detailed Statement of Duties and Responsibilities 

  • During storm emergencies assists in the supervising and directing of all storm control procedures and serves as a liaison to local public officials and general public for the purpose of providing information on storm related activities such as Flood Control Operations. Liaison activity may include personal visits, telephone conversations, or correspondence via email, text message, Microsoft Teams, etc. 
  • Makes regular physical inspections of mechanical and electrical equipment pertaining to Flood Control Operations, Navigational Locks, and Pump Stations for the purpose of making specific recommendations with regards to maintenance and repair of locks, sluices, tide gates, flood control pumps, and other related equipment in order to maintain equipment in a high state of operational readiness. 
  • Reviews charts and log books on river basin levels and tidal waters, boat activity, accidents, and other pertinent reports for the purpose of compiling statistics and writing reports on flood control activities and lock operations. 
  • Supervises and gives directions on the installation of new equipment, maintenance, and repair of all existing equipment in order to ensure that installation, maintenance, and repair is completed in accordance with technical and operations manuals. 
  • Trains personnel, makes up work schedules, assigns shifts, keeps and approves employee time, approves sick, vacation, and personal leave requests. 
  • Shifts personnel as needed in order to ensure adequate coverage on all watches. In cases of emergency (such as lack of personnel) will be required to operate locks, tide gates, sluices, pumps, and other related equipment. 
  • Maintains harmonious relationship with subordinates and ensures that all safety procedures are followed in order to ensure a safe work environment. 
  • Performs duties in inclement weather and ensures that all operations are conducted in accordance with all Federal and State statutes that may apply. 
  • Performs other related duties as assigned. 

Preferred Qualifications: 

  • Knowledge of electrical, hydraulic, pneumatic, and mechanical equipment. 
  • Working knowledge of rules, regulations, and signals under Federal Statutes governing the movement of vessels through locks. 
  • Extensive experience in the operations and maintenance and repair of locks, pumps, tide gates, sluices, and related equipment. 
  • Knowledge of river and stream reaction to rain, snow, stormy weather, and lack of water. 
  • Working knowledge of lock design and construction. 
  • Ability to supervise and/or manage direct reporting staff working multiple shifts (24 hours - 7 days weekly). 
  • Ability to read and understand drawings, schematics, and blueprints. 
  • Ability to communicate effectively in writing and verbally with colleagues, public officials and the general public. 
  • Class D Massachusetts Driver’s License or equivalent. 
  • Access to reliable transportation to and from DCR and non-DCR sites. 
  • Ability to make unilateral decisions with regards to emergency situations which may arise on maintenance or flood control. 
  • Knowledge of personnel rules and regulations and DCR Labor contracts. 
  • Ability to work in inclement weather. 
  • Knowledge of pumps, locks, dams, tide-gates, sluices, and other related equipment necessary for flood control. 
  • Ability to keep and maintain accurate records. 
  • Ability to use Microsoft Office applications including Word, Excel, Outlook, and Microsoft Teams. 
  • Ability to use a smart phone for “text” (SMS/MMS), email, and voice communication including transmission of photographs and video.
