The Oregon Department of Environmental Quality has an exciting, full-time opportunity available for a Low-Carbon Fuels Market Analyst (Natural Resource Specialist 4) in Portland, Oregon. This position works on the state’s Clean Fuels Program, Oregon’s Low Carbon Fuels Standard (LCFS), which is a cornerstone of the state’s efforts to decarbonize transportation in the state. This program has made significant strides in reducing greenhouse gas emissions from Oregon’s transportation fuels since 2016 and you would be joining as the program begins navigating its second decade of spurring the transition to EVs and replacing fossil fuels with low-carbon alternatives.

This position will be joining an innovative and multi-faceted team in DEQ’s Office of Greenhouse Gas Programs. The Office is responsible for leading the agency’s efforts to develop and implement statewide climate programs to reduce Oregon’s greenhouse gas emissions. This includes programs that collect data on Oregon’s greenhouse emissions, and that directly regulate the most significant sources of those emissions across the state. The Office of Greenhouse Gas Programs also analyzes various climate policies as they are proposed by policymakers. This position plays a lead role in one of these programs – the Clean Fuels Program – focused on decarbonizing Oregonians’ transportation fuels.

What you will do!
You will serve as a technical expert responsible for the development and implementation of central elements of Oregon’s Clean Fuels Program. You will be a key member of the program team, providing significant analytical, rulemaking, implementation, auditing, and support across the program. You will lead public meetings with interested parties to discuss everything from broad policy matters to detailed technical aspects of implementing the program. You will help gather scientific, policy, legal, and other information from interested parties to formulate new policy and adjust existing program regulations. In addition, you will be responsible for outcomes of major significance to the agency and state, and you will weigh in and help navigate a wide range of factors to develop and implement the Clean Fuels Program.

What are we looking for?
Minimum Qualifications: 7 years of experience in a natural resource or environmental field, with at least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
Substitutions:
- Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field may substitute for 3 of the required years of experience.
Candidates who are most competitive will also reflect the following desired attributes:
- Professional experience working on transportation policies and/or environmental markets or markets related to transportation fuels.
- Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
- Experience with project management processes and best practices; demonstrated experience managing complex projects including organizing, planning, and tracking deadlines; identifying potential problems; recommending solutions; and coordinating work of others.
- Working knowledge of climate change, including its causes and effects.
- Experience conducting in-depth evaluations of program operations, conducting research, and adapting or creating new procedures to solve program issues.
- Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences; skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.
- Demonstrated experience building and fostering relationships with a diverse group of partners including colleagues, interested parties, communities, organizations, and businesses; skill in conflict resolution, negotiation, and collaboration.

This position will be based out of DEQ’s Headquarters office in Portland, however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, depending on your frequency of in office work, it may be shared with other employees.
This position requires occasional travel for meetings, conferences, trainings, presentations, and public hearings, some of which may include evening work, weekend work, and/or overnight stays.
