Salary: $6,227.00 - $8,377.00 Monthly
Responsibilities:
- Leads the agency Supplier Diversity Initiative, responsible for the development and implementation of the agency's strategic approach to increase the agency’s spending with small and diverse businesses, including identification of and recommendations for removing contracting barriers to support participation of small, diverse, and veteran-owned businesses.
- Using expert-level analysis of agency business processes and spending, development of complex reports, engagement with staff agency-wide and root cause analysis, provides recommendations to agency Executive and Senior leaders on new and precedent-setting agency-wide processes and procedures.
- Leads agency development of measures and metrics to comprehensively track agency spending with small, diverse, and veteran-owned businesses, and develops targeted goals for increasing agency spending with these businesses.
- Conducts internal and external outreach to develop tools, resources, and mechanisms to assist agency staff with conducting outreach with small, diverse, and veteran-owned businesses to identify barriers, develop collaborative solutions for businesses facing challenges with state contracting and procurement, and create opportunities for small and diverse businesses.
- Assists OLABP staff with implementation activities for OneWA, implementation and monitoring agency compliance with DES Supplier Diversity Policy DES-090-06, annual reporting of spending with certified minority and women-owned businesses to the Office of Minority and Women’s Business Enterprises (OMWBE) in compliance with RCW 39.19.250.
- Creates and delivers agency-wide training, webinars, and educational tools to contracting and procurement professionals and other agency staff at all levels for initiatives and projects this position leads.
- Facilitates and coordinates establishment and revisions to policy documents.
- Researches, analyzes, and identifies operational deficiencies, inefficiencies, and areas of non-compliance, developing highly complex reports to provide recommendations to the OLABP Director and OLABP program area managers for business process improvement and leads process improvement activities.
- Coordinates monitoring and reporting on OLABP Pro-Equity Anti-Racism (PEAR) activities in alignment with the agency PEAR plan.
Required Qualifications:
- Bachelor’s degree in public administration, business administration, or other related field;
OR an equivalent combination of education and/or experience. - Two (2) years of experience in conducting or leading organizational change management efforts and/or the implementation of diversity, equity, and inclusion initiatives.
- Two (2) years of experience with project management.
- Excellent written and verbal communication skills.
- Ability to work independently and as a team member.
- Skills in team building and ability to motivate and inspire.
- Commitment to fostering and supporting an environment that honors diversity, equity, inclusion, and environmental justice practices.
