NATURE OF WORK
The individual in this position supports the External Environmental Compliance Department (EECD) within the Environmental Protection Office (EPO) by providing technical expertise on off-reservation projects that may affect the Seminole Tribe of Florida's lands, interests, or ancestral territories and ceded lands. The incumbent assists in the review of projects to ensure compliance with National Environmental Policy Act (NEPA) regulations and processes and other actions that require environmental assessments or impact statements. The NEPA Specialist evaluates environmental impacts, assesses the validity and probability of direct, indirect, and cumulative impacts from proposed external actions, critiques NEPA documentation provided to staff, and may coordinate with various stakeholders and ensure timely completion of project deliverables. The incumbant supports EECD staff in all aspects of the external consultation review process including, but not limited to, document preparation, document review, impacts analysis, interagency consultation, preparing comment responses, identification of mitigation measures, and identification of pre- and post-construction monitoring requirements.

This position reports to the Environmental Protection Manager of the EEC and is a non-exempt position.

ILLUSTRATIVE TASKS

  • In collaboration with the Program Analyst II, assists in the review of environmental impact analyses and evaluations for Federal, State, and Local projects in compliance with NEPA regulations. Analyzes environmental data related to water resources, wildlife, and other factors that affect the human environment as required by NEPA.
  • Provides comments during various phases of the project as outlined. Reviews comments and recommendations from staff, technical consultants, and the legal department as appropriate during various phases of the project. Edits and finalizes complex technical reports prepared by technical consultants based on reviews of the environmental situation. Coordinates responses and timely submissions.
  • Monitors off-reservation projects through the various stages of the project workflow. Collects data and maintains record management databases of relevant documents and correspondences pertaining to supporting policy, regulation, consultation, and NEPA reviews.
  • Reviews pertinent background information, reports, studies, regulations, policies, statutes, executive orders, and previous consultation letters and correspondence submitted by the Seminole Tribe and other Tribal entities.
  • Researches and utilizes various authorities to execute NEPA reviews, including but not limited to the Antiquities Act; Archaeological Resources Protection Act; Clear Air Act; Clean Water Act; Comprehensive Everglades Restoration Plan Regulation Act; Coastal Zone Management Act; Endangered Species Act; Marine Mammal Protection Act; and the Migratory Bird Treaty.
  • Gathers and maintains spatial tracking data into GIS systems for further NEPA review and external consultation review.
  • At the discretion of the EECD Director, in collaboration with the EPO Director, coordinates with the Environmental Resources and Water Resources Departments to allocate real-time water data for reservations and integrates it with region-wide analyses to anticipate future changes to Tribal water resources.
  • Provides memos, reports, and/or presentation slides for EECD management to communicate the status of special projects to the Tribal community or leadership as necessary.
  • Stays current on regulatory updates and changes related to NEPA and other applicable environmental laws and regulations. Follows all STOF's guidelines and maintains current knowledge of federal and local guidelines (if applicable) as they relate to the grant funded programs and contract requirements. Understands policies related to Federal Principles, Requirements, and Guidelines (PR&G).
  • Attends and participates in staff meetings, grant related meetings, and other activities and events as required.

KNOWLEDGE, ABILITIES, AND SKILLS

  • Knowledge of NEPA environmental review processes.
  • Knowledge of environmental sciences, including biology, ecology, and hydrology.
  • Knowledge of the Everglades Watershed, Central and Southern Florida (C&SF) Flood Control System, and restoration projects is preferred.
  • Knowledge of federal and state environmental laws, regulations, and best management practices.
  • Knowledge of contract and project management practices.
  • Demonstrate high degree of computer literacy, including database management, Microsoft software packages, and GIS systems.
  • Ability to distill complex technical information into user-friendly documents.
  • Proven ability to quickly learn and understand complex subject matter.
  • Ability to collect, logically organize, analyze information, and make appropriate recommendations within the scope of the position.
  • Ability to work effectively in a fast paced environment and meet scheduled deadlines.

MINIMUM QUALIFICATIONS
Bachelor’s Degree from an accredited college or university in the field of natural, physical, social or environmental sciences; archeology or cultural resources; or civil engineering is required. Two - five years of prior experience reviewing environmental assessments (EAs) and environmental impact statements (EISs) in accordance with NEPA requirements is preferred. Familiarity with related environmental laws is required. An equivalent combination of education/training and experience may be considered. Possession of a valid Florida Driver’s License is required. Demonstrate excellent organizational and interpersonal skills. Demonstrate excellent written and verbal communication skills. Demonstrate proficiency utilizing Microsoft software packages. Ability to travel through reservations and work a flexible schedule including evenings, weekends, and holidays.

Pay: $27.00 - $33.00 per hour

Location:

The EECD is headquartered in Hollywood, FL. The position is hybrid where the incumbent will be expected to work in the office 2-3 days a week and travel to Seminole Tribe Reservations across South Florida periodically.
