Ruby Valley Conservation District Office Manager
1. Program Development/Management/Administration:
- Welcomes visitors and direct them to the relevant people/agencies.
- Carries out clerical duties such as answering phones, responding to mail, email, preparing documents, reports and presentations.
- Maintains general office files, including employee files job files, vendor files and keeps official Conservation District records.
- Schedules and attends meetings and events as necessary and directed.
- Maintains internal computer systems, printers and scanner, etc.
- Keeps office inventory.
- Tracts and ensures that Supervisor election paperwork is filed and up to date.
- Understands the purpose, power, programs and responsibilities of the District.
- Assists in coordinating District programs with other agencies.
2. Board meetings:
- Prepares and sends out meeting notices and agenda for public meetings to the mailing and email list.
- Prepares minutes from previous meeting and distributes.
- Attends evening Board meetings and takes minutes.
- Follows up on action items.
- Sends minutes to DNRC, Madison County Commissioners and interested parties.
- Completes follow up on 310 permits, phone calls and documents sent to Supervisors
3. 310 Permitting Program:
- Basic education for persons who request information on the 310 permitting process and 310 law.
- Receipt of permit applications, emergency notices and complaint forms.
- Schedule on-site inspection of the proposed project with FWP biologist, supervisors and applicant.
- Prepare paperwork, including the Team Report, photos and permit paperwork for site visit and Board meeting and then completes the follow up after the decision.
4. Planning and reporting:
- Updates office polices and ensure compliance with them.
- Keeps the Board up to date of various due dates.
- Carries out the recommendations of the Board regarding new activities and opportunities.
- Administrates District workflow, reporting, record keeping and budgetary requirements.
- Assists in preparation of the CD newsletter.
Position Requirements:
- College degree strongly preferred, however, experience in a similar position will be considered. Experience in agriculture, natural resources or technical experience is desirable.
- Ability to communicate effectively , both written and oral.
- Ability to prioritize efforts, delegate tasks and efficiently manage time independently to accomplish a variety of tasks.
- Ability to work with persons from many other organizations and agencies in a professional manner to project a favorable image of the District.
- Ability to use computer for word processing and data management.
- Ability to use and set up electronic communication such as ZOOM.
- A valid drivers license is required.
Supervisory Relationships:
- This position is under the direct supervision of the Ruby Valley Conservation District Supervisors.
- Performance appraisals of this employee and decisions regarding the salary and other compensation, disciplinary actions and termination of employment are the responsibility of the Supervisors.
The incumbent will be subject to a 3-month probation period.
- Upon successful completion of the probation period, the Supervisors will conduct a performance review yearly.
- It is to be understood that the Ruby River Conservation District have the right to review and update the job description with input from the incumbent at any time they deem necessary.
- Wages will be determined by experience.
