Duty Station- *Olympia, Washington – Thurston County
* Although this is a hybrid opportunity, the successful incumbent must reside within the State of Washington and must be available to report to the duty station located in Olympia, Washington as needed.  The selected candidate may be able to telework/work remotely up to 4 days per week at the discretion of the supervisor.

Embrace this role to provide project management consultation support to program executives and staff using a software as a service (SaaS) platform (Smartsheet).
 
With sustainability and conservation in mind, you will provide support to the Capital and Asset Management Program (CAMP) Director, Chief Engineer, and program staff and manages a portfolio of program operations.
 
In this dynamic role, you will identify and plan Smartsheet project management and program management solution updates for short term and long-term strategic goals, while also helping facilitate the management and tracking of $160 million of statewide construction projects.
 
WHAT TO EXPECT -
Among the varied range of responsibilities held within this role, this position will:
 
Program Project Management Support.

  • Serve as secondary consultant on the program’s use of the “software as a service” platform (Smartsheet).
  • Facilitate collaboration with program staff, IT, Jira and Smartsheet representatives to plan, design and develop data fields, procedures, and automated workflows for capital project management.
  • Collaboratively identifies improvements to the Smartsheet procedures. Document new and updated procedures.
  • Recommend and implement workflows, reports, and dashboards to program users.
  • Develop curriculum and administer specific training to various user groups and cultural resource division when new workflows and processes are created.

Fleet Management Data Support.

  • Assist the fleet manager with the management of 917 leased vehicles valued at $45 million and 2,176 owned vehicles, trailers, vessels, and an aircraft valued at $109 million. 
  • Collaborate with the programs to ensure that DFW vehicles, equipment and vessels are managed appropriately.  
  • Work with the programs to ensure that supplemental insurance is reviewed annually and that insurance we no longer need is cancelled.
  • Review and support the Fleet Manager in the development of policy and procedures for the management of the agencies vehicles, vessels, and equipment.

Contracts, Safety, and Facilities Project Tracking Support.

  • Provide special assistance to the facilities unit in tracking project and space request and communications through Smartsheet and other platforms.
  • Provide special assistance to the contracts team in transparent progress reporting of contracts.
  • Provide special assistance to the Safety Officer in developing PPE and supply tracking.

Working Conditions:
Work setting: Work is mostly performed in an office setting.
 
Schedule: Typically, Monday – Friday, 8:00 AM to 5 PM. 40 hours per week.  Workload may require additional hours and the incumbent may be expected to adjust the work schedule to meet business needs.
 
Travel requirements: 10% statewide travel is required to meet with clients, conduct business, or attend or provide training.
 
QUALIFICATIONS:
 
Required Qualifications:
Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field.
 
And
 
Three (3) years of experience conducting research and analyzing policies, laws, rules, or regulations.
 
Or
 
Comparable combination of graduate education and experience.
 
Please note:   Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
 
License: Valid Driver’s License.
 
Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:

  • Training or experience demonstrating understanding of project management, leadership, LEAN (or similar management and team building principles).
  • Experience serving as part of process improvement teams. 
  • Demonstrated ability to organize people in complex environments. 
  • Demonstrated ability to organize projects in complex environments. 
  • Demonstrated ability to communicate complex issues in both oral and written formats. 
  • Proficiency with Word, Excel, PowerPoint, SharePoint, and Adobe software. 
  • Ability to work with sensitive data and determine appropriate actions given laws, regulations, and policies pertaining to these data.
  • Ability to develop long-range work plans, think conceptually, observe, and interpret trends, analyze data, identify key relationships, and draw logical conclusions.
  • Knowledge of principles of training; contract preparation and administration; principles of negotiation; principles and techniques of planning.
  • Some experience or knowledge of project management software, such as Atlassian Jira or Smartsheet.
