Salary: $4,865.00 - $6,539.00 Monthly 

Responsibilities:

  • Region Right-of-Way and Land Use, Acquisition, and Granting - Performs region-wide assignments relating to complex right-of-way and easement transactions as assigned by the supervisor in support of the department’s asset and trust land management strategies and deliverables, including development and completion of easement acquisitions and granting of easements to outside working partners, easement exchanges, easement supplements, and relinquishments.
  • Independently inspects properties involving proposed right of way and easement transactions, contacts landowners to negotiate access over their property, maintains oral and written communications with property owners and/or purchasers, negotiates right of way and easement considerations and documents, prepares recommendations for supervisor and region management.
  • Review and interpret title reports, land records, and other documents to ensure ownership and identify encumbrances, draft legal descriptions, research requests for right-of-way over state-owned land, prepare right-of-way and easement documents, FPA, and SEPA. Review proposed language for easement documents and recommend changes, prepare easement documents, prepare and review easement valuations, and work with region and division right-of-way staff to address complex rights-of-way issues in the easement document.
  • Prepares exhibit maps for reports and legal documents, and enters easement data into GIS.
  • Conduct cost share analysis, cost estimates, and appraisals and prepare reports.
  • Region Right-of-Way Projects, Acquisition, and Granting - Work with landowners to complete complex easement exchanges that will benefit State Lands and improve the management of State Lands.
  • Actively seek out projects that benefit State Lands and improve the management of State Lands.
  • Right-of-Way Training Opportunities - Develop procedures, documents, and guidance for the Region’s acquisition requests by Region field and office staff. Work to create documentation to help train and onboard new employees and district staff regarding the work of the region’s right-of-way program. Continue to look for personal training opportunities offered by the division to continue growth and knowledge.

Required Qualifications: 

  • Bachelor’s degree in business or public administration, land use planning, natural resources management, or related field AND one year of experience in real estate transactions, real estate law, land title, land use planning, appraisals, right-of-way/easements, or natural resource management;
    OR An equivalent combination of education and/or experience.
