The Central Services division supports the agency mission by providing management information and business support functions to aid in the efficient delivery of services and to ensure the financial integrity of program operations. The Administrative Support Section is responsible for (1) developing and monitoring biennial budgets for the agency, (2) monitoring the cash flow for each dedicated funding source, (3) contract development, (4) grants management, (5) financial services, (6) purchasing, (7) information services, (8) building maintenance, (9) records management, (10) reception, and (11) mail services.

WHAT YOU WILL BE DOING
You will provide overall coordination of personal/professional contracting activities and intergovernmental agreements to ensure that the necessary services are obtained in a manner that complies with all applicable state and federal policies, regulations and laws. The Senior Contracts Officer manages the volume of new contracts, agreements and amendments in a high-risk environment characterized by: multiple funding sources, high value consideration amounts, multiple subcontracts, complex regulatory terms and conditions and technical design/engineering components. This position will work closely with the other job share partner to share a caseload of different procurement projects and other projects to support the agency mission and goals.
The schedule for this position is Wednesday 1:00 pm – 5:00 pm, Thursday 8:00 am – 5:00 pm, and, Friday, 8:00 am – 5:00 pm.
This position is eligible for a hybrid remote work schedule. The incumbent will be expected to work at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least eight times per year. This generally includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed.

This is a part-time, job share, classified service position that is not represented by a union.
Note: this position will receive a Cost of Living Adjustment (COLA) increase of 6.55% which is not reflected in the salary listed in this posting. The effective date of the increase is January 1, 2025 for February 1, 2025 paychecks.
WHAT WE ARE LOOKING FOR
- Five years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations.

- A bachelor’s degree and two years of professional-level procurement and contract experience related to the position.
-OR-
- Any combination of experience and education equivalent to five years of procurement and contract experience related to the position.
The most successful candidate will also have the following skills, experience, and background:
- Experience with government procurement processes, professional experience researching and applying appropriate government procurement laws, rules, policies, and procedures.
- Excellent communication skills, both verbal and in writing, including the ability to provide technical information in a clear, effective, and professional manner.
- Experience organizing multiple files and project while exhibiting excellent attention to detail and the ability to multitask.
- Experience providing excellent customer service to internal and external partners.
- Proficiency in Microsoft applications such as Outlook, Word, and Excel.
Preference may be given to those with the following experience:
- Oregon Procurement Certification.
- Previously success in a job share position.
