The Energy Development Services Division (EDS) is responsible for administering energy programs to advance the energy-related objectives established by Oregon’s elected state leadership. The work of EDS promotes the statewide adoption of energy efficiency measures and renewable energy resources.

EDS currently manages the Community Renewable Energy Grant Program which provides planning and project grants for large renewable energy projects proposed by local and tribal governments and community groups; the Oregon Solar Plus Storage Rebate Program which provides grants for solar electric systems and paired solar and solar storage systems, installed for residential customers and low-income service providers on real property in Oregon; the Wildfire Grant Program which encourages energy efficiency in residences and businesses being rebuilt after being destroyed in the Labor Day 2020 wildfires; the Heat Pump Deployment Program and the Residential Heat Pump Program to provide heat pumps; Grid Resilience Grant Program to add resilience to electric grid in Oregon; Solar For All Program to provide renewable energy benefits to Oregonians; and finally, EDS also manages the wind-down of legacy energy incentive programs.

WHAT YOU WILL BE DOING

You will support the agency’s Solar for All program and EDS programs by providing high-level program, data, and stakeholder management to the federal and legislatively mandated programs reviewing complex projects on feasibility and conformance to grant award requirements.

This position is eligible for hybrid remote work, with a work schedule of 8:00 am – 5:00 pm, Monday – Friday. For the first six (6) months, the incumbent, if new to the division, will be expected to be physically at the central workplace located at 550 Capitol St. NE in Salem, Oregon on Fridays. The incumbent will be expected to work at least six (6) workdays at the central workplace each calendar year and attend pre-scheduled in-person all-staff meetings. The position will also be required to work at the central workplace on a more frequent basis with advance notice, as needed.

This is a full-time, limited duration, classified, unrepresented position.

Limited-duration positions are benefit-eligible positions with a designated maximum length of service. This position is expected to end on or before November 30, 2029; but could end at any time or could be extended.

WHAT WE ARE LOOKING FOR

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years of experience coordinating or administering a program.

-OR-

  • Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

The most successful candidate will also have the following skills, experience, and background:

  • Experience designing, developing, and administering governmental programs and/or utility incentives or grants programs.
  • Experience maintaining databases, gathering, updating, and analyzing data, generating reports, and effectively communicating findings to diverse audiences.
  • Experience interacting with a diverse partner, including governmental agencies and tribes, and conducting outreach to diverse community/partner groups.
  • Experience collecting information from various partners, interpreting and assembling the information, and presenting compiled information to a diverse audience.
  • Proven ability to convey technical information clearly and effectively to internal and external partners.
  • Experience with renewable energy preferred but not required.
