Basic Qualification Requirements
A two-year vocational conservation certification or other post-secondary education achievement is required. A four-year degree in an environment or natural resources related field is desired. Course work in soils, hydrology and environmental science subjects is preferred. Applicable experience in soil and water resource management may be substituted for desired educational requirements. The essential job duties for this position are regular and timely work attendance, ability to establish and maintain working relationships with co-workers, agencies, and clients; ability to work under stressful conditions, and items under "Duties and Responsibilities” listed below.

Physical Requirements
The assigned work requires regular and recurring prolonged walking, bending, lifting, carrying equipment and stretching on varying landscapes during all types of weather and possible construction noise.

Duties and Responsibilities

1. Assists with the permitting programs for the Cormorant and Pelican River Watershed Districts which includes: the administration of new permits, working with permitting staff to ensure accurate filing of permits and related documents. Assist with maintenance of permitting files and related permitting database.
2. Meet with permittees and contractors on site to answer questions about site condition, project status, and permit processes. Also assisting applicants with application submittals. Inspect permits and determine adhesion to rules. Conduct erosion and sediment control inspections at
permitted and unpermitted work sites. Fulfill additional permitting duties assigned by the District Administrator. 3. Promotes stormwater management, shoreline stewardship, and other approaches to resource protection.
4. Informs landowners regarding Local and State Shoreland Ordinance requirements and the Minnesota Wetland Conservation Act.
5. Proficient with inventory and evaluation of project sites, develop land conservation and shoreline restoration plans. Provides the necessary guidance for follow up to ensure implementation of shoreland best management practices and other land conservation practices in coordination with the Resource Technician and District Engineer.
6. Performs simple to complex surveys for design and layout of best management practices.
7. Works with units of government and private industry for planning purposes in land use and water quality.
8. Provide public outreach by fielding questions from citizens who call or stop by the office. Participate in education activities as assigned such as local public events, workshops and festivals. Assists with developing and providing educational materials, demonstrations, workshops, tours, newsletter articles, and press releases in cooperation with PRWD, CLWD, NRCS, Becker County Environmental Services, and other agencies.
9. Work closely with AIS coordinator to develop Aquatic Invasive Species (AIS) programs for smaller lakes in District. Provide educational campaigns for AIS such as Starry Stonewort Awareness.
10. Assist with the development and maintenance of partner websites.
11. Understands the local, State and federal cost share programs, and is capable of explaining these programs to landowners. Participate in meetings with local government officials and staff to support coordinated programs.
12. Develop and administer current and new water quality programs. Assist with grant application processes such as grant writing and research of data.
13. Assists with the installation and maintenance of shoreland best management practices and other conservation practices; Performs technical work according to the NRCS Field Office Technical Guide or other adopted standards independently with minimal supervision.
14. Maintains accurate records and provides reports summarizing work accomplished. Assist with report writing, organizing of existing electronic documents and reports. Provide support with transferring paper documents to electronic files.
15. Promotes the Conservation philosophy of the SWCD, as outlined in the Annual and Local Water Plan.
16. Provides / assists with maintenance of SWCD vehicles and equipment; maintains inventory of field supplies.
17. Regularly attends assigned training as directed by administration.
18. Maintain a valid driver’s license, a good driving record and insurance approved by the District; provide a private automobile on a daily basis for use in carrying out District business
19. Performs other related duties as directed or apparent.
