The City of Raleigh is seeking a Stormwater Asset Management Supervisor who will be responsible for leading asset management for green stormwater infrastructure, dams, completed stream projects, and stormwater conveyance assets. This individual will closely collaborate with staff to align program objectives to City strategic goals; lead cross functional and diverse teams; lead development of the asset management capital improvements; supervise project managers responsible for a portfolio of asset management projects; lead public engagement initiatives; prepare presentations for key stakeholders including the stormwater management advisory commission; promote staff development, proactively track, evaluate, report, and continuously improve key metrics related to these responsibilities.

Duties and Responsibilities

  • Collaboratively develop goals, objectives, policies for the asset management programs
  • Manage the development of the asset management capital improvements plan by collaborating with staff to identify priorities and appropriate funding levels to meet those priorities. Develop cash flow scenarios to support debt financing strategies
  • Develop programs and projects to support implementation of priority City initiatives such as the Green Stormwater Infrastructure Policy
  • Provide day to day leadership and work with staff to promote a high-performance, customer service-oriented work environment
  • Represent the asset management program in meetings with governmental agencies, community groups, professional organizations, and meeting with individuals
  • Develop programs that support equitable community engagement Seek opportunities to expand stormwater’s level of service
  • Manage response to critical or emergency situations; makes engineering management decisions and provides direction of issue resolution
  • Lead and/or collaborate with staff on presentations, workshops, and trainings related to watershed planning, asset management, and more
  • Prepare presentations for stakeholders, including the Stormwater Management Advisory Commission, to share program goals and progress
  • Supervise staff including conducting performance evaluations, coordinating training, and implementing hiring procedures
  • Assist in managing and/or mentoring temporary staff / interns, as opportunities arise
  • This position will be required to operate a City vehicle to travel to job sites for investigation and inspection purposes

Education and Experience:
Bachelor's degree in engineering or directly related field and five years of professional engineering and/or construction/project management experience in area of assignment

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
