The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is seeking an experienced and motivated individual to join our team as a Supervising Environmental Compliance Specialist within the Bureau of Materials Management & Compliance Assurance's (MMCA) Emergency Response & Spill Prevention Division in Hartford, CT.

POSITION HIGHLIGHTS

  • Full Time (35 hours per week)
  • First shift, Monday through Friday with a flexible schedule available between the hours of 8:00 AM - 5:00 PM
  • This is a field-based position, branched out of Hartford, CT

YOUR ROLE

CT DEEP is dedicated to conserving, improving and protecting our natural resources and the environment and increasing the availability of cheaper, cleaner and more reliable energy.

Within the MMCA, our mission is to work to ensure the proper management - handling, use, and disposal - of materials including water, wastewater, petroleum products, pesticides, mercury, Polychlorinated Biphenyls (PCBs), and wastes.

This position is within the Emergency Response & Spill Prevention Division, Licensing & Enforcement Field Operations Unit.

As assigned, this position will have the opportunity to be responsible for:

  • Acting as supervisor to ensure inspections, primarily UST compliance inspections, are conducted in a safe manner consistent with applicable OSHA requirements;
  • Developing logistical plans for field inspections that ensure inspection commitments are accomplished pursuant to federal grant commitments, including USEPA LUST Prevention Grant;
  • Performing compliance inspections, and documenting relevant enforcement data;
  • Issuing, authorizing, or recommending enforcement actions when violations are found;
  • Scheduling, assigning, overseeing and reviewing work of lower-level staff;
  • Prioritizing, assessing, monitoring, and managing unit workload, personnel time off, job performance, and training;
  • Related activities, such as acting as a fact witness in hearings;
  • Maintain and troubleshoot mechanical and electronic tools used for conducting inspections; and
  • Training, leading, or supervising staff, including prioritizing, assigning and managing workloads and measuring staff performance and goals.

OPERATIONS WITHIN OUR DIVISION

Through a number of different mechanisms - outreach and education, product handling efforts and phase outs, training, and regulatory activity - the Department is working to develop better stewardship of these materials to protect environmental quality and public safety for Connecticut's current and future generations.

Nearly every day, despite preventative measures, there are incidents that threaten the environment. The Emergency Response and Spill Prevention Division is prepared to limit the risks and handle incidents ranging from a spill of a few gallons to a tanker full of petroleum liquids, from abandoned or leaking underground storage tank or unknown drums of chemicals to anthrax or chemical fire.

Releases, even small ones, can endanger public health or the environment by making the water or air unsafe. Releases of hazardous materials can contaminate surface water, groundwater or soil, impact plants, fish and wildlife and their habitat or create unsafe exposure for the general public or emergency responders. The Emergency Response and Spill Prevention Division responds 24 hours per day to emergencies that result from accidental and deliberate discharges and uncontrolled releases of oil, petroleum, hazardous wastes, and chemicals to the air, land and waterways from roadway incidents, industrials processes, oil and chemical spills, failed tanks/pipes and abandoned drums as well as biological and chemical weapons.
