Job Summary:

This recruitment will be used to fill one part-time (approximately 4 hours per week) Temporary Program Representative 1: Clean Vessel Act Program Assistant for Oregon Sea Grant at Oregon State University (OSU ).

The Clean Vessel Act (CVA ) is administered by the US Fish and Wildlife Service and requires recreational motorized vessels to keep untreated sewage out of inland waterways and waters within three miles of the coast. Treated sewage is also prohibited from being placed in inland waterways. In Oregon, CVA programming is administered by the Oregon State Marine Board (OSMB ), which provides funding to Oregon Sea Grant (OSG ) to perform technical site visits to equipment and outreach and education with Oregon’s boaters.

As the Clean Boating Program Assistant, this job will support OSG’s CVA Coordinator in the outreach and education portion of the work. The primary focus will be to work with boaters at outreach events such as boat shows, fishing tournaments, and boating seminars. The Assistant will be responsible for traveling to and from events, setting up a booth, distributing outreach materials, and talking to boaters during the event. The Assistant will record the number of people talked to, number and type of materials distributed, and capture the highlights of conversations. Each event will be a minimum of four hours (not including time to travel to the event; travel time will be compensated). The Assistant will educate boaters on the location of CVA equipment, how to use it, and why there is a need for it. They will also answer questions boaters may have regarding the Act.

Other duties that may be required are assistance with workshops, participation in trainings, and attendance at other events as opportunities arise.

The position duties consist of an uneven schedule built around various tradeshows and events in the recreational boating community. Supervisor check-ins will be focused around events.

Key Responsibilities

90%: Travel to and attendance of pre-determined boating events (boat shows, fishing tournaments, seminars, etc.).

• At these events, the Assistant will need to be present and interact with attendees for at least four hours.

• The Assistant will provide verbal and written information to boaters who visit the booth. Information to be provided and materials to distribute will be provided by the CVA Coordinator.

• The Assistant will be responsible for arriving on time at events and setting up and taking down the booth.

• The Assistant will be responsible for tracking the numbers of boaters interacted with and the number of materials distributed.

5%: Documentation of conversations with boaters at events and materials distributed; tracking materials and booth resources; communicating all information to CVA Coordinator.

5%: Meetings with CVA Coordinator to check in regarding events and ensure Assistant has all information and materials necessary for success in the role.

What You Will Need

• Additional required qualifications:

• Boating experience and knowledge of boating regulations

• Motorized vessel experience (sailboats are included in this category) is preferred; if the candidate is a paddler, they need to have more than 20 excursions. Paddle sport guiding experience is an acceptable substitute for motorized vessel experience.

• Ability to interact positively with diverse groups of people or those who may hold different political viewpoints and keep conversations on track with CVA information

• Ability to interact positively and inclusively with people of different beliefs, appearances, and abilities

• Ability to travel, including weekends, evenings, and some overnights

• Commitment to Diversity, Equity, Inclusion, Justice, and Accessibility (DEIJA ) principles, specifically with respect to encouraging the increase of diversity in the boating community and helping to increase access on the water for those traditionally excluded from boating.

• Ability to work independently and reliably

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess, and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.

• Member of a yacht club, experience working in a boating-related job, captain’s license, sportfishing guide, etc.

• Bilingual: Spanish, Russian, Vietnamese, or Chinese are most desired; fluency in other languages is also helpful

• Grant budgeting experience: will need to keep to a specific budget and do regular check-ins with supervisor

Working Conditions / Work Schedule

The primary work locations will be at various events related to recreational boating. Most of the events will require travel by car to attend. The Assistant will need to bring supplies for the events, which may include a table, chair(s), canopy, banner(s), tablecloth, informational materials, and materials for distribution. Loading zones may not be convenient to booth location and may involve walking over uneven terrain.

Events may take place in the evenings, on weekends, and/or require overnights. Hourly compensation will not change if outside traditional working hours. The Assistant may be able to drive an OSU vehicle if they are located near an OSU campus; if they rent a car or use a personal vehicle, the appropriate reimbursement will be provided. Meals and Incidentals will be provided as reimbursement when appropriate.
