Job Duties

This incumbent in this position is responsible for implementing and managing the Waterways Management program which includes oversight of Regulatory Markers and coordination with waterways access programs within DWR, localities, and Federal levels (USCG and US Army Corps of Engineers). Incumbent also provides guidance on policies and procedures to agency staff, other government agencies, and the public regarding regulatory markers and waterways access. Support the agency’s mission and the boating laws in Virginia to implement and manage the Waterways Management program which includes oversight of Regulatory Markers and coordination with waterways access programs within DWR, localities, and Federal levels (USCG and US Army Corps of Engineers). Provide guidance on policies and procedures to agency staff, other government agencies, and the public regarding regulatory markers and waterways access. Support the agency’s mission and the boating laws in Virginia and the requirements set forth in the US Coast Guard grant and memorandum of agreement. This program will ensure the agency meets the intent behind § 29.1-701, § 29.1-734, § 29.1-744, § 29.1-735, 4VAC15-370-50, 4VAC15-370-51. In addition, it will help to mitigate any liability of the agency for improperly marked hazards and enforcement of areas of regulation (no wake and no waterskiing).

Minimum Qualifications

Knowledge of planning, analysis, and evaluation procedures/techniques and of program management techniques. Ability to address effectively multiple assignments with critical deadlines; to develop and work within program goals, objectives, priorities and budgets; and to critically evaluate policy needs related to the use of the Waters of the Commonwealth. Ability to apply technical, regulatory, and scientific knowledge to development and implementation of waterways management issues and waterways marker applications and approvals. Ability to analyze, interpret, and explain complex technical issues regarding Virginia’s waterways issues and permitting; provide technical consultation or training to other professional or support staff; and communicate effectively, both verbally and in writing; with individuals and groups. Ability to interpret and apply federal, state and local laws, ordinances and regulations as they pertain to waterways and regulatory marker issues. Well-developed interpersonal skills in working with a broad range of potential constituent groups. Knowledge of Windows Operating System, MS-Office, Word, Excel, Access, and PowerPoint; or demonstrated skill with similar software and ability to become skilled in those programs.

Additional Considerations

Preferred Qualifications:

• Knowledge of the principles and practices of boating and recreational safety, and waterways management
• Experience in program development, delivery, and evaluation
• Experience in managing programs and processes
